I am writing this to respond to fearful parents who have been calling to ask whether it's legal in Iowa for people to carry firearms at their children's schools and school events.
Iowa Code § 724.4B makes it a felony to go armed with, carry, or transport a firearm—concealed or unconcealed—on the grounds of a public or nonpublic school. The statute does not create an exception for parents, IEP meetings, school conferences, school events, or other school visits. "School grounds" include all school facilities, owned and rented or leased, indoor and outdoors, including parking lots.
A person may lawfully carry a firearm on school grounds ONLY if a statutory exception applies, most notably:
- The school has specifically authorized that person in writing to carry, transport, or go armed with the firearm on school grounds for a lawful purpose. An Iowa carry permit is not that type of authorization.
- The person qualifies under the statute as a law-enforcement, military, corrections, or licensed-security professional acting lawfully within the statutory exception. Iowa Code § 724.4B’s school-grounds prohibition expressly excludes a peace officer whose employment requires going armed, whether or not the officer is performing official duties. Iowa Code § 724.4B(2)(b). For example, a county sheriff attending a school conference would fall within that exception if the sheriff’s employment requires or authorizes the sheriff to carry a firearm off-duty.
- The firearm is unloaded and secured in the manner specified by the statute—for example, inside a closed and fastened container or securely wrapped package that is too large to be concealed on the person, inside a cargo or luggage compartment where the weapon will not be readily accessible to any person riding in the vehicle.
